Amends Oklahoma law to add a new pathway for resident tuition eligibility: U.S. citizens who graduated from an Oklahoma high school and resided in the state with a parent or legal guardian for at least 2 years prior to graduation

Students without valid U.S. nationality documentation or qualifying immigration status must provide proof of a filed application to legalize their status, or file an affidavit committing to apply within 1 year of enrollment

Students who meet all eligibility requirements and have filed immigration applications cannot be disqualified from state scholarships or financial aid based on immigration status

Grandfathers students who received resident tuition status during the 2006-2007 school year or earlier, exempting them from any new conditions

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
