Increases the annual apportionment to the Rebuilding Oklahoma Access and Driver Safety (ROADS) Fund from $80 million to $100 million beginning fiscal year 2026

Sets total ROADS Fund apportionment targets at $575 million (FY2021), $590 million (FY2022), and $610 million (FY2025 and thereafter)

Allocates $2 million annually to the Oklahoma Tourism and Passenger Rail Revolving Fund for Heartland Flyer rail project capital and operating costs

Allocates $3 million annually to the Public Transit Revolving Fund for purposes other than passenger rail

Effective date of July 1, 2026, with an emergency clause for immediate effect upon passage and approval
