Creates the "Railroad Crossing Transparency and Safety Accountability Act" requiring the Rail Programs Division of the Department of Transportation to annually compile and analyze statewide railroad-crossing safety data, including collision history, train volume, traffic counts, sight-distance evaluations, and federal hazard index calculations

Mandates submission of an "Annual Railroad Crossing Safety and Improvement Report" to legislative leadership and transportation committee chairs by February 1 each year, listing priority-ranked improvement projects, high-risk crossings, and expenditure summaries

Requires the report to be made publicly available on the Department of Transportation website within 30 days of submission in a format accessible to the public and local governments

Directs the Rail Programs Division to appear before Senate and House transportation committees during each legislative session to present findings, provide updates on high-priority crossings, and respond to inquiries

Effective date: November 1, 2026
