Service Oklahoma and the Oklahoma Tax Commission must establish an Automatic Vehicle Registration Pre-Payment Program allowing voluntary participation with monthly, quarterly, or annual automatic withdrawals from bank accounts or electronic payment methods

Prepaid funds are held in a designated clearing account and automatically applied to registration fees, taxes, and other payments on the vehicle's renewal date, with remaining balances rolling forward for future renewals

When a vehicle is sold, traded, or transferred, participants may transfer the prepaid balance to another vehicle they own, apply it to outstanding motor vehicle taxes or fees, or request a refund minus any processing fee

Service Oklahoma must create electronic enrollment and account management systems, provide annual statements, ensure consumer protections including fraud prevention and opt-out procedures, and establish methods for adjusting payments when fees or tax rates change

Effective date is November 1, 2026
