Establishes a mandatory order of preference for child custody placement: (1) family members within the third degree of consanguinity/affinity, (2) members of the child's family's local religious or faith-based community, (3) institutions of the same religious faith as the parents or child, (4) any individual or agency determined to best serve the child's needs

Prohibits placement with prospective foster or adoptive parents convicted of felonies including child abuse/neglect, domestic abuse, crimes against children, violent crimes, or physical assault/battery/drug offenses within five years of application

Bars placement with any individual subject to the Oklahoma Sex Offenders Registration Act or anyone married to or living with a registered sex offender

Prohibits Department of Human Services employees and their relatives (within the third or fourth degree for first cousins) from serving as foster or adoptive parents for two years following termination of employment
