Transfers authority to appoint the Executive Director of the Oklahoma Tourism and Recreation Department from the Governor to the Oklahoma Tourism and Recreation Commission, with the Commission also setting the Executive Director's salary

Requires appointed Commission members to demonstrate experience in fields related to economic growth and tourism development, including hospitality management, venue management, tourism promotion, real estate development, outdoor recreation, marketing and branding, or financial operations

Establishes that Commission members must take constitutional and statutory oaths of office and file them with the Secretary of State before serving

Requires the Commission to meet at least quarterly, with the Governor appointing the chair, vice chair, and secretary from among Commission members
