Grants parents and legal guardians the right to access and review all medical records of their minor children, and prohibits health professionals from restricting such access

Establishes exceptions to parental access when: the minor is married, emancipated, or has a dependent child; the minor is separated from and unsupported by parents; access is prohibited by law; or the health professional reasonably believes the minor may be subject to abuse, neglect, or domestic violence by the parent

Removes the previous prohibition that prevented health professionals from revealing information to parents when a minor was found not to be pregnant or suffering from communicable disease, drug abuse, or alcohol abuse

Modifies the Parents' Bill of Rights (25 O.S. Section 2002) to cross-reference the new medical records access provisions in Title 63
