Creates the THRIVE Communities Program administered by the Oklahoma Water Resources Board to provide competitive zero-interest loans for water, wastewater, and stormwater infrastructure projects supporting housing development

Establishes application preference criteria including alignment with community housing goals, workforce housing expansion, economic development opportunity, available financing, conservation efforts, and matching fund pledges

Requires clawback provisions in all loan agreements, obligating recipients to reimburse funds if they fail to fulfill contract terms

Creates the THRIVE Communities Program Revolving Fund in the State Treasury, with up to 2% annually reserved for program administration and investment returns accruing back to the fund

Allocates loan funds by population: 33% for areas over 400,000 population, 33% for areas between 30,000-400,000, and 34% for areas under 30,000, with remaining reserves accessible to all entities after fiscal year 2027
