Oklahoma Water Resources Board shall establish a Water Infrastructure Enhancement Program to secure long-term stability and modernize essential water infrastructure statewide

Creates the Water Infrastructure Enhancement Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations

Fund allocations: 50% to a new Low-Interest Revolving Fund for loans, 20% to Rural Economic Action Plan grants, 20% to a site-ready grant program, and 10% for technical assistance and regional planning

Board duties include delivering direct grants to communities in need, deploying water education outreach, incentivizing regional water system planning, and implementing environmental compliance programs

Effective date July 1, 2026, with emergency clause for immediate effect upon passage and approval
