Limits the State Board of Education to approving no more than three reading screening instruments for K-3 students, changing from the previous requirement of "no fewer than three," effective 2026-2027 school year

Requires approved screening instruments to be aligned with the science of reading, adding this criterion to existing requirements for assessing phonological awareness, decoding, fluency, vocabulary, and comprehension

Mandates that student data profiles identify evidence-based supports to address identified points of need, in addition to existing requirements for identifying instructional needs and achievement levels

Updates school year references from 180 days/1,080 hours to 181 days/1,086 hours for tutorial instruction that cannot count toward required school year minimums

Takes effect July 1, 2026, with an emergency clause for immediate effect upon passage and approval
