Creates tuition and fee waivers for Oklahoma resident veterans with honorable discharge and VA-rated service-connected disabilities of 60% or higher at state higher education institutions and technology center schools

Waiver amounts scale with disability rating: 50% waiver at 60% disability, 75% at 70%, 80% at 80%, 90% at 90% or total disability based on individual unemployability, and 100% at 100% or permanent and total disability

Limits waivers to 150 undergraduate credit hours at higher education institutions or 3 years at technology center schools, excluding remedial courses, excess credits, textbooks, room, and board

Requires eligible veterans to exhaust all federal education benefits before using state waivers

Effective date of July 1, 2026, with Legislature directed to annually fund the waiver program subject to availability
