Converts the State Department of Education's three-year literacy instructional team pilot program into a permanent program, removing the pilot designation and time limitation

Requires the literacy team to include at least 5 regional literacy leads (with at least one dyslexia specialist) and at least 10 literacy specialists placed regionally across Oklahoma

School districts that decline assistance from the literacy instructional team will be ineligible to receive funds under Section 1210.508D of the Strong Readers Act

Changes reporting requirements from a single pilot program evaluation to biennial reports due December 31, 2026, and every two years thereafter, evaluating team member effectiveness and reading proficiency impacts

Takes effect July 1, 2026, with an emergency clause for immediate implementation upon passage and approval
