Establishes minimum salary schedule for Oklahoma public school certified personnel beginning 2025-2026 school year, ranging from $39,601 (Bachelor's, 0 years experience) to $65,319 (Doctor's degree, 35 years experience)

Directs State Board of Education to allocate funds by January 31, 2027 (and annually thereafter) to school districts receiving Foundation Aid or Salary Incentive Aid to implement salary increases for teachers with 0-25 years of experience

Extends salary schedule requirements to classroom instructional employees at technology center school districts, correctional teachers at Department of Corrections, teachers at Office of Juvenile Affairs, and teachers at State Department of Rehabilitation Services

Requires written notification 30 days in advance if a district intends to provide retirement benefits that would reduce a teacher's salary below the minimum schedule amounts

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage
