Creates the "Career Counselor Revolving Fund" in the State Treasury for the State Department of Education, codified as Section 3-104.12 of Title 70

Fund will support career counselors in Oklahoma school districts and may receive monies from appropriations, gifts, grants, donations, and bequests

Establishes the fund as a continuing fund not subject to fiscal year limitations, with all monies automatically appropriated for the Department to budget and expend

Expenditures require warrants issued by the State Treasurer against claims approved by the Director of the Office of Management and Enterprise Services

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage and approval
