Oklahoma Water Resources Board shall establish the Water and Wastewater Infrastructure Investment Program to provide competitive loans for water and wastewater improvement projects

Loan applications ranked on criteria including project criticality, available financing, conservation efforts, participation in the Long Range Sustainability Program, and matching funds pledged

All loans must include clawback provisions requiring recipients to reimburse funds if they fail to fulfill contract terms

Creates the Water and Wastewater Infrastructure Investment Revolving Fund in the State Treasury, with up to 2% annually available for program administration

Loan funds allocated by population: 50% for areas under 30,000 population, 25% for areas between 30,000-400,000, and 25% for areas over 400,000

Board required to publish an interactive map displaying critical infrastructure needs, proposed projects, project status, and estimated completion dates

Effective date July 1, 2026
