Amends the Rebuilding Oklahoma Access and Driver Safety (ROADS) Fund to establish a graduated funding schedule increasing from $610 million in FY 2025 to $1 billion annually by FY 2034 and thereafter

Adds new annual apportionment targets: $640 million (FY 2027), $690 million (FY 2028), $740 million (FY 2029), $790 million (FY 2030), $840 million (FY 2031), $890 million (FY 2032), $940 million (FY 2033), and $990 million (FY 2034)

Continues allocating $2 million annually to the Oklahoma Tourism and Passenger Rail Revolving Fund for the "Heartland Flyer" rail project and $3 million to the Public Transit Revolving Fund

Maintains $20 million per fiscal year from FY 2025 through FY 2033 for construction, repair, and maintenance of weigh stations on the state highway system

Takes effect July 1, 2026, with an emergency clause for immediate effect upon passage
