Prohibits U.S. citizens who were never domiciled in the United States from registering to vote or voting in Oklahoma, establishing that such persons cannot establish residency in the state for voting purposes

Amends 26 O.S. Section 4-101 to add three new conditions barring voter eligibility for individuals never domiciled in the U.S., while retaining existing restrictions on felons and incapacitated persons

Includes legislative findings citing Article I, Article II, and the 17th Amendment of the U.S. Constitution to assert state authority over voter qualifications in federal elections
