Transfers administration of the State Use Program (employment for people with significant disabilities) from OMES Central Purchasing Division to the State Department of Rehabilitation Services

Eliminates the Pay for Success Innovation Fund and State Fleet Management Fund, returning existing monies to originating agencies, with effective date of July 1, 2026
