Establishes the Oklahoma High Dosage Tutoring Program for grades K-8, targeting students at least one-half grade level behind in mathematics or English language arts

Requires minimum of three one-hour after-school tutoring sessions per week in cohorts of no more than 5 students, conducted for at least 10 weeks in fall and 12 weeks in spring semester

Tutors receive $1,600 per cohort per semester, plus $1,000 bonus for each full grade level increase achieved by students within one academic year

Tutors whose students fail to improve by at least half a grade level face conditional status, and lose program eligibility after two consecutive years of inadequate results

Funding comes from the Teacher Empowerment Revolving Fund on a first-come, first-served basis, with priority given to districts designated for federal targeted or comprehensive support and improvement
