Prioritizes review of death penalty and life without parole cases, while excluding claims based solely on judicial errors, excessive sentencing, or previously litigated defenses

Establishes unit duties including referring applicants to defense attorneys, recommending postconviction motions to district attorneys, conducting root cause analysis of errors, and analyzing cases where habeas corpus or pardons are granted for actual innocence

Creates the Conviction Integrity Unit Revolving Fund in the State Treasury to receive legislative appropriations for administering the unit, with an effective date of November 1, 2026
