Establishes a two-year pilot program through the Oklahoma Attorney General's Office to provide grants to up to 10 certified nonprofit organizations serving adult victims of sexual and labor trafficking

Funds grants through the Victims of Human Trafficking and Prevention Revolving Fund, with qualifying expenses including emergency shelter, mental health counseling, medical care, legal assistance, job training, and case management services

Limits administrative overhead to 15% of total grant amounts and requires grant recipients to provide services regardless of victim immigration status

Mandates quarterly reporting from grant recipients on victims served, services provided, and expenditures, plus annual reports from the Attorney General to the Governor and legislative leadership by December 1 each year

Takes effect July 1, 2026, with emergency provisions allowing immediate implementation upon passage and approval
