Creates the In-Person Absentee Voting Expansion Grant Program within the State Election Board to provide financial assistance to county election boards for additional in-person absentee voting sites during November statewide elections in even-numbered years

Grants of $25,000 each will be awarded beginning July 1, 2027, to cover staffing, facility rental, equipment, security, and administrative costs for each approved voting location

County eligibility is tiered by size: counties with 400,000+ registered voters may receive up to 6 grants; 100,000+ voters up to 5 grants; 50,000+ voters up to 4 grants; and counties with 25,000+ voters or covering 1,500+ square miles up to 2 grants

Establishes the In-Person Absentee Voting Expansion Grant Program Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations

Grant applications must include proposed location justification based on population distribution, travel distance, access needs, expected voter turnout, and a staffing and security plan
