School districts must adopt policies prohibiting student use of cell phones and personal electronic devices on campus "bell to bell" (from first bell to dismissal) for the 2025-2026 school year

Starting in the 2026-2027 school year, the cell phone prohibition policy becomes optional for school districts rather than mandatory

Personal electronic devices covered include smart watches, smart headphones, laptops, tablets, and smart glasses, but exclude school-issued or school-approved devices used for classroom instruction

District policies must include disciplinary procedures for violations

Policies may include exceptions for emergency use and for students who use devices to monitor health issues
