Reduces the deadline for filing initial claims for incentive payment rebates from three years to one year from the start date under the Oklahoma Quality Jobs Program Act, Small Employer Quality Jobs Incentive Act, and 21st Century Quality Jobs Incentive Act

Extends the $25,000 maximum average wage requirement cap (indexed to Consumer Price Index) for applications submitted before January 1, 2027, after which higher county wage thresholds will apply

Updates statutory language throughout to replace "U.S." with "United States," "NAICS" with full "North American Industry Classification System (NAICS)" references, and "cost/benefit" with "cost-benefit"

Removes references to the repealed "Saving Quality Jobs Act" from multiple sections of the incentive programs

Becomes effective November 1, 2026
