Creates the Teaching Honesty, Respect, Integrity, Virtue, and Excellence (THRIVE) Act requiring the State Department of Education to develop a mandatory character education program for grades pre-K through 12, effective July 1, 2026

Mandates instruction on finishing high school, working full-time, getting married before having children, plus 15 specific character traits including trustworthiness, responsibility, respect for parental authority, lifelong marriage, sexual fidelity within marriage, and sexual abstinence outside of marriage

Requires all public school districts and charter schools to adopt only state-approved curricula by the 2026-2027 school year, with parents able to opt their children out through written notification

Directs schools to make premises available for voluntary after-school programs by third parties teaching philosophical, historical, traditional, or religious justifications for the character traits, requiring written parental consent for student participation

Eliminates the previous $1,000 pilot project grants and requires annual compliance reports within 60 days of each school year beginning in 2027-2028, listing districts that have and have not implemented the program
