Amends the Oklahoma Open Meeting Act (25 O.S. Section 311) to explicitly permit public bodies to provide a reasonable opportunity for public comment on agenda items before business is transacted

Authorizes public bodies to adopt written rules governing the time, manner, and order of public comment, including limiting duration of individual comments, capping total comment time per agenda item, and requiring advance registration

Requires that any adopted public comment rules allow persons to speak on items appearing on the agenda and that limits be applied uniformly and reasonably related to efficient meeting conduct

Clarifies that nothing in the new provisions requires a public body to permit public comment—participation remains discretionary
