Requires all clinical staff, direct care staff, and volunteers providing direct care to minors at facilities certified by the Department of Mental Health and Substance Abuse Services to complete nonphysical intervention training

Training must cover nonviolent intervention techniques for physical conflicts, promoting dignity and self-esteem, effective communication skills, and verbal/nonverbal interaction

Staff and volunteers must complete training within 30 days of being hired, with annual updates required each calendar year

Prohibits staff or volunteers from participating in any intervention of a minor child without first completing the required training
