Public school districts and public charter schools must adopt policies providing daily opportunities for students and employees to participate in voluntary prayer and reading of the Bible or other religious texts

Participation requires a signed consent form from employees or parents/guardians that acknowledges voluntary participation, states no objection to hearing prayers or readings, and waives the right to bring legal claims including First Amendment Establishment Clause challenges

Policies must prohibit prayer or religious readings over public address systems, ensure activities don't substitute for instructional time, and prevent exposure to non-consenting individuals

The Attorney General must provide compliance guidance, model consent forms, and legal defense to schools upon request, with the state covering expenses, costs, judgments, and settlements from any resulting lawsuits

Effective date is July 1, 2026, with an emergency clause for immediate effect upon passage
