Eliminates the Oklahoma Hospital Advisory Council, a 9-member body appointed by the State Commissioner of Health that advised on hospital operations, licensure rules, and patient care improvements

Transfers authority for promulgating hospital rules and standards solely to the State Commissioner of Health, removing the requirement to obtain advice from the Advisory Council

Removes the Council's role in the statewide coordinated stroke care system, retaining only medical experts as a source of recommendations

Updates statutory language throughout 63 O.S. 2021, Sections 1-270, 1-705, and 1-707 to replace references to "State Board of Health" with "State Commissioner of Health"
