Creates the "Guidance Transparency Act" requiring state agencies to make all guidance documents available for public inspection at their principal place of business and on agency websites

Defines "guidance document" broadly to include memoranda, notices, bulletins, directives, letters, and no-action letters from both state and federal agencies that set forth authoritative policy or interpretations on statutory, regulatory, or technical issues

Requires agencies to electronically submit all guidance documents to the Secretary of State on a quarterly basis for publication in an electronic, indexed, searchable format

Mandates that published guidance documents include a notification that they lack full force of law (except as authorized by law or incorporated into contracts) and information about any amendments or rescissions

Effective date: November 1, 2026
