Requires the Oklahoma Turnpike Authority to hold approval of new turnpike route design contracts in open public meetings and submit reports within 90 days to the Governor, Legislature, and affected local officials with conceptual maps and project details

Mandates that municipalities and counties where new turnpike routes would be located must hold elections for voters to approve or reject the proposed route; if a majority votes against the route, the Authority must redesign to avoid that jurisdiction

Removes the Oklahoma Turnpike Authority's power to acquire property through condemnation (eminent domain), limiting acquisition to purchase or other voluntary means

Requires certified mail notice to all real property owners within one mile of a proposed project route when the Authority seeks Supreme Court approval of bonds for that project

Repeals Section 1722 relating to property or facilities of public utilities or common carriers, with an effective date of November 1, 2026
