Prohibits the Oklahoma Employees Insurance Plan from awarding contracts to pharmacy benefits managers (PBMs) that have settled lawsuits, been fined, or had judgments exceeding $4 million in the previous five years

Requires RFP scoring to give favorable treatment to bidders domiciled in Oklahoma for at least one year before the RFP release date

Requires RFP scoring to disfavor PBMs with corporate structures that include health insurance companies, retail pharmacy chains, specialty pharmacies, mail-order pharmacies, or pharmaceutical manufacturers

Mandates contracted PBMs and their contractors with access to protected health information certify compliance with the Oklahoma Health Information Exchange Act and maintain SOC 2 Type 2 certification
