Prohibits foreign nationals from making contributions, donations, or expenditures in connection with any Oklahoma state or local campaign, including state question communications and electioneering communications

Requires unlimited committees organized to support or oppose state questions to obtain donor affirmations certifying the donor is not a foreign national and has not accepted more than $100,000 from foreign nationals in the preceding four years

Raises the anonymous contribution threshold from $50 to $200 and increases the disclosure threshold for nonprofit corporation donors making state question communications from $50 to $200

Establishes privacy protections for lawful donors to tax-exempt organizations, limiting collection and disclosure of donor identity information to cases directly related to alleged Ethics Commission rule violations

Declares an emergency, making the act effective immediately upon passage and approval
