Board consists of seven members appointed by the Governor with Senate consent, including representatives from plumbing, electrical, and mechanical trades, plus one building inspector

Members must have at least 10 years' experience in their respective trades and serve staggered four-year terms

Declared an emergency measure, taking effect immediately upon passage and approval, with a formal effective date of July 1, 2026
