Extends the sunset date of Oklahoma's Advisory Committee on Midwifery from July 1, 2026 to July 1, 2031

The seven-member committee is appointed by the State Commissioner of Health and includes three licensed midwives, one Certified Nurse-Midwife, two physicians (OB/GYN and family practitioner/pediatrician), and one public member who is a parent of a child delivered by a midwife

Committee advises the Commissioner on midwifery practice standards, licensure requirements, continuing education, outcome reporting procedures, and disciplinary matters under Shepherd's Law

Updates statutory language by changing "vice-chair" to "vice chair"

Declared an emergency measure, taking effect immediately upon passage and approval, with the substantive changes effective July 1, 2026
