Criminal justice agencies must share data and records with "bona fide researchers" upon request, including information on law enforcement stops, arrests, charges, sentences, probation, parole, and Department of Corrections discipline actions

Bona fide researchers must have institutional review board approval, agree to use data only for research purposes, maintain security controls, and not identify specific individuals in publications

Attorney General must issue guidance to help criminal justice agencies comply, including a process for identifying qualified researchers and sharing data

Agencies may charge reasonable fees not exceeding actual costs for searching, retrieving, and copying requested records

Act becomes effective January 1, 2027, with requests not accepted until July 1, 2027
