Manufacturing, importing, advertising, or selling restricted bullets or restricted weapons is a Class B4 felony punishable by $500-$10,000 fine and/or up to 10 years imprisonment, with exceptions for public safety or national security purposes

Possession, carrying, use, or attempted use of restricted bullets or restricted weapons is a Class B4 felony with mandatory 2-10 years imprisonment that cannot be suspended

Updates the definition of "body armor" from technical specifications to a broader description of personal protective body covering intended to protect against gunfire
