Establishes licensing fees totaling $1,900 for initial applications ($700 filing fee, $500 license fee, $700 supervision fee) and annual renewal fees up to $700

Limits consumer-directed earned wage access transactions to $1,000 in outstanding proceeds per consumer, with providers required to verify balances through a state-administered real-time database and report all transactions within 24 hours

Prohibits providers from charging late fees, interest, or penalties; using credit reports for eligibility; pursuing debt collection through courts or third parties; or reporting non-payment to credit agencies

Requires providers to offer at least one no-cost option for receiving proceeds when fees or tips are solicited, and to reimburse consumers for any overdraft fees caused by provider errors
