Incorporated cities and towns may levy narrowly tailored fees to offset costs of municipal solid waste management systems, with fees required to be just, reasonable, and equitable based on quantity or character of waste generated

Municipalities may adopt ordinances establishing solid waste mitigation fees related to retail delivery, single-use products, auxiliary containers, or plastic containers that contribute to municipal solid waste generation

Fee revenue must be used solely for waste management purposes including collection/disposal, recycling/composting programs, litter cleanup, public education, infrastructure, and programs to reduce release of toxic substances into the environment

Adds definition of "plastic" to the Plastic Container Labeling Act and modifies preemption language to allow political subdivisions to enact narrowly tailored ordinances, fees, or regulations aimed at reducing plastic waste, promoting recycling, and mitigating environmental/health harms from plastic containers
