Surface rights owners must receive written notice at least 30 days before the Corporation Commission considers any proposed transfer of operator, lease, or well interest affecting their land

Operators must provide surface owners with due-diligence materials, mechanical integrity reports, environmental assessments, estimated plugging and site restoration costs, and financial assurance instruments upon written request

Surface owners gain standing in Commission proceedings involving transfer approvals, plugging orders, enforcement of due-diligence duties, and financial assurance requests, with authority to file petitions, stay requests, and complaints

Operators are prohibited from retaliating against surface owners who exercise their rights, and violations are subject to civil penalties; surface owners may also pursue civil court actions for injunctive relief, actual damages, and attorney fees
