Amends the Courtney Smith Act to change the definition of "inpatient mental health treatment" from more than 24 hours to more than 48 hours of continuous residential treatment at a mental health or substance abuse facility

Authorizes guardians with general guardianship and a court order for inpatient mental health treatment to request municipal or county officials retrieve and transport a gravely disabled ward to an inpatient facility, but only if the ward is in an unsheltered environment

Establishes criteria for determining when a ward cannot meet basic needs, including signs of malnutrition/dehydration, documented inability to consume adequate food or water, history of public nudity due to mental illness, and repeated failure to maintain adequate shelter

Requires guardians who obtain retrieval orders to be present for the ward's intake assessment at the inpatient mental health treatment center
