Expands eligibility for adults ages 21-30 who did not complete high school to receive educational opportunities, but beginning in 2025-2026, limits these students to full-time virtual education programs only

Sets concurrent enrollment age eligibility at 13 to under 21 years old for high school students and homeschool students receiving high-school-level instruction

Provides tuition waivers for concurrent enrollment: up to 18 credit hours for eligible high school seniors and up to 9 credit hours for eligible juniors (subject to funding availability)

Requires the Oklahoma State Regents for Higher Education to submit an annual report by December 1 on concurrent enrollment participation, tuition waivers granted, graduation rates, and degree completion

Effective date of July 1, 2026, with an emergency clause for immediate effect upon passage and approval
