Amends the Choosing Childbirth Act to allow out-of-state private organizations to receive grants, removing the previous requirement that organizations be located in Oklahoma

Removes the requirement that grant-eligible not-for-profit corporations be registered as "located in this state" with the Secretary of State

Grants fund services to encourage women to carry pregnancies to term, including medical care, mental health services, housing, transportation, adoption services, and parenting education

Health care services for mothers and infants up to 3 years postpartum are covered, with a goal of reducing maternal and infant mortality rates by 3% by July 1, 2026

Effective date of November 1, 2026
