Prohibits all political subdivisions in Oklahoma from enacting or enforcing ordinances that require or permit adding fluoride to public water supplies

Bans both public and private businesses from introducing or depositing fluoride into water in or destined for public water systems

Defines "fluoride" to include fluorosilicic acid, sodium fluorosilicate, and sodium fluoride compounds used in water fluoridation

Directs the Department of Environmental Quality to promulgate rules implementing these prohibitions

Declared an emergency measure, taking effect immediately upon passage and approval rather than following standard implementation timeline
