Defines "public use" for eminent domain as highways, roads, easements, rights-of-way, public buildings, cemeteries, public parks, and operations of public utilities or statutorily authorized private entities serving the general public

Prohibits the state from taking private property unless the taking is necessary for a defined public use and just compensation is paid to the owner

Explicitly excludes economic development purposes from qualifying as public use, including increased tax revenues, tax base growth, employment, or general economic health benefits

Bars local governments from creating, expanding, or extending eminent domain powers without express statutory authority; no local ordinance or policy may broaden the definition of public use
