Prohibits designing or making available AI chatbots that pose a risk of soliciting minors to engage in sexually explicit conduct, create explicit visual depictions, or that encourage suicide, self-injury, or imminent violence

Requires covered entities to implement age verification using valid state-issued ID for all AI chatbot users, with minors (under 18) prohibited from accessing "AI companion" chatbots designed for emotional interaction or companionship

Mandates AI chatbots disclose they are not human at conversation start and every 30 minutes, and prohibits chatbots from claiming to be licensed professionals (therapists, physicians, attorneys, etc.)

Requires covered entities to maintain data security for age verification information, use industry-standard encryption, retain data only as long as necessary, and prohibit sharing or selling such data

Authorizes the Attorney General to enforce violations through civil action with penalties up to $100,000 per violation, effective November 1, 2026
