Transfers all powers, duties, and responsibilities from the Oklahoma Energy Resources Board to the Corporation Commission effective November 1, 2026, with a transition period from July 1, 2026 through October 31, 2026

Increases the minimum expenditure requirement for environmental cleanup, remediation projects, and plugging of abandoned wells from 50% to 75% of collected assessment funds

Limits advertising and promotional activities to no more than 5% of collected funds and public education to no more than 20% of collected funds

Places the Committee for Sustaining Oklahoma's Energy Resources (12-18 members) under the Corporation Commission's direction to encourage technological advancements and support marginally producing oil and gas wells

Repeals sections establishing the Oklahoma Energy Resources Board's composition and structure (52 O.S. 2021, Sections 288.4 and 288.6)
