Amends the Oklahoma Solicitation of Charitable Contributions Act to simplify the definition of "charitable organization" by replacing a detailed list of purposes with reference to a new "charitable purpose" definition that encompasses the same activities

Expands exemptions from registration requirements to include churches and religious organizations exempt from federal filing under 26 U.S.C. Section 6033, as well as 501(c)(3) organizations affiliated with educational institutions when soliciting primarily from students, families, alumni, faculty, and trustees

Requires charitable organizations to provide additional registration information to the Secretary of State, including federal tax identification numbers and names/addresses of officers, directors, trustees, and salaried executives

Establishes that charitable nonprofit corporation boards must have at least three natural persons as directors, and prohibits such corporations from lending money to or guaranteeing obligations of directors or their family members, with directors who approve such loans jointly and severally liable for repayment

Authorizes the Attorney General and district attorneys to share investigative information with other state and federal agencies enforcing charitable solicitation laws, and specifies that district courts may enforce compliance with investigative demands through contempt proceedings
