Amends appointment procedures for the Oklahoma Veterans Commission, changing permissive "may" language to mandatory "shall" when the Governor appoints at-large members in place of veterans' organization representatives who fail to submit required nominee lists

Updates statutory references by replacing "the effective date of this act" with the specific date of April 18, 2024, for provisions allowing interim appointments to fill vacancies on the Commission

Retains existing Commission structure of nine honorably discharged veterans: six appointed from lists provided by designated veterans' organizations (American Legion, VFW, Disabled American Veterans, Paralyzed Veterans of America, Military Order of the Purple Heart, National Guard Association of Oklahoma) and three at-large members

Maintains requirement that veterans' organizations must submit nominee lists by March 1 of the year a term expires, along with good standing certificates, tax returns, and mission statements describing veterans served

Effective date: November 1, 2026
