Service Oklahoma must deny driver's licenses, restricted licenses, or instruction permits to applicants under 18 who cannot document enrollment in school, graduation, GED progress, or an approved exemption

Applicants under 18 must demonstrate eighth-grade reading proficiency by passing the state reading assessment or an alternative test approved by the State Department of Education

Students who fail the reading test will be assigned a remedial reading plan; the first alternative reading proficiency test is free, with subsequent tests capped at $25

Minors not meeting school enrollment requirements may still obtain a license if employed at least 24 hours per week with employer verification, and must provide new employment verification within 15 days if they leave that job

School attendance officers must notify Service Oklahoma when a licensed minor withdraws from school, triggering license cancellation 30 days after notice unless the minor provides compliance documentation; effective date is November 1, 2026
